About the Role

The Analytics Unit at the Center for Socio-Economic Research is a multidisciplinary team of data scientists dedicated to advancing data-driven and AI-enabled decision-making across the municipality. Working closely with planning, technology, and finance teams, the unit develops predictive models, decision-support solutions, and municipal data infrastructures.

We are looking for an experienced and highly motivated Data Scientist to lead analytical projects from end to end, from defining research questions and preparing data to developing models, generating insights, and supporting implementation with senior stakeholders.

Key Responsibilities

·        Develop, validate, and deploy statistical and predictive models to support strategic and operational decision-making.

·        Design and conduct advanced statistical analyses, including hypothesis testing, regression modeling, segmentation, multivariate analysis, and impact evaluation.

·        Collect, integrate, clean, and process data from multiple municipal and external sources, including geospatial (GIS) datasets.

·        Develop and maintain data pipelines and analytical workflows using Python and cloud-based environments.

·        Build interactive dashboards, visualizations, and executive-level analytical products.

·        Contribute to AI and Generative AI initiatives that enhance analytical capabilities and decision support.

·        Collaborate with BI, technology, planning, and finance teams to translate business needs into actionable analytical solutions.

·        Present findings and recommendations to business stakeholders, management, and decision-makers.

Required Qualifications

Education

·        Bachelor's degree in Statistics, Data Science, Economics, Computer Science, Industrial Engineering, or a related quantitative discipline.

·        Master's degree is an advantage.

Professional Experience

·        Proven experience delivering end-to-end data science projects, including data preparation, model development, validation, and performance evaluation.

·        Strong background in statistics and statistical inference.

·        Experience applying advanced analytical methods such as regression, hypothesis testing, classification, clustering, and predictive modeling.

Technical Skills

·        Advanced proficiency in Python for data analysis and machine learning.

·        Hands-on experience with data science libraries such as Pandas, NumPy, and Scikit-learn.

·        Practical experience with SPSS for statistical analysis and survey research.

·        Experience working in cloud environments for data processing, storage, and analytics.

·        Strong Hebrew and English communication skills.

Preferred Qualifications

·        Experience with Microsoft Azure, including Azure Machine Learning, Azure Synapse, Azure OpenAI, and Microsoft Fabric.

·        Strong SQL and database skills.

·        Experience with Power BI or similar business intelligence and visualization platforms.

·        Familiarity with Generative AI technologies and their application in analytical workflows.

·        Experience working with GIS and spatial analytics.

·        Previous experience in the public sector, local government, urban analytics, public policy, or socio-economic research.
