Phibro Animal Health Corporation is seeking an experienced Program Manager – Capital Projects & Site Readiness to lead the end-to-end execution of a strategic manufacturing site establishment program in Beit-Shemesh, Israel.

This is a senior leadership role responsible for managing the full project scope of a new facility build - from planning and construction through operational readiness, qualification, and regulatory compliance.

The role will serve as the central leadership and coordination focal point for all project activities, aligning business needs, technical requirements, budget, contractors, internal teams, and cross-functional stakeholders to ensure successful delivery of project milestones, budget targets, and long-term business objectives.

Key Responsibilities:

• Lead the full site establishment program, including planning, execution, budget management, scheduling, governance, risk management, and operational readiness.

• Manage multiple interconnected workstreams across Engineering, Operations, Quality, Validation, Supply Chain, Finance, Regulatory Affairs, external partners, and contractors.

• Manage large-scale CAPEX budgets, monitor financial performance, and ensure resources are used effectively.

• Oversee contractors, consultants, suppliers, and construction partners to ensure execution according to timelines, quality expectations, safety requirements, and project standards.

• Build and lead project governance routines, decision-making forums, change control processes, and progress reporting.

• Identify and manage risks, issues, dependencies, and critical project gaps, escalating when required.

• Serve as the main integration point between site leadership, technical teams, project stakeholders, and external partners.

• Provide regular updates to senior leadership regarding project progress, risks, resource needs, and key decisions.

• Lead and influence matrix teams, including PMO and cross-functional project teams such as QA, Engineering, TSA, and other technical functions.

• Act as a key partner to the Site Manager and site leadership in driving the overall project forward.

Requirements:

• Bachelor's degree in engineering or another relevant technical discipline - required.

• Advanced degrees in Engineering, Project Management, Business Administration, or a related field - advantage.

• Minimum 15 years of relevant experience in engineering, construction, capital projects, manufacturing, or site establishment environments.

• Proven experience leading large-scale manufacturing facility establishment, expansion, Greenfield, or Brownfield projects.

• Strong experience managing large CAPEX budgets and complex project financials.

• Experience managing contractors, construction activities, commissioning, qualification, validation, and operational readiness.

• Experience in highly regulated industries such as pharmaceuticals, biotechnology, medical devices, GMP manufacturing, or similar environments - strong advantage.

• Strong stakeholder management, leadership, influencing, negotiation, and conflict-resolution skills.

• Ability to manage complex priorities, tight timelines, uncertainty, and multiple internal and external stakeholders.

• Excellent English communication skills.
